Please note that the file size of the full mod is more than 100 GB when unpacked.
Download both of the main files (Tamriel_Data_Upscale.7z.001 and Tamriel_Data_Upscale.7z.002) and the optional file Tamriel_Data_Upscale_Spec_Normals. Create folders named main and normals in the base mod data path. Extract the Tamriel_Data_Upscale archive into the main folder and Tamriel_Data_Upscale_Spec_Normals into the normals folder.
